Subject:	HELMS  STATEMENT  ON  UN CONFERENCES

At the opening of the Habitat II conference in Istanbul, Secretary General Boutros
Boutros-Ghali spoke of the need for UN to continue spending vast amounts of money
on various world conferences.

Attached FYI, is Senator Helms view on the matter, delivered at today's hearing on the
same subject. As you can imagine, his position is a bit different from the Secretary
General's.
